INN on Enterprise Linux 4

Installed INN package that came with Enterprise Linux 4. Everything works
fine with one issue, when a reader attempts to open to the host it takes
about 20 seconds before it attaches. In the log I will see the following...

Jun 22 11:11:39 USTR-NEWS nnrpd[10468] : SERVER perl filtering enabled
Jun 22 11:11:59 USTR-NEWS nnrpd[10468] : SERVER ustr-baxtergt connected.

The system is not busy and there is plenty of memory available. Just curious
if anyone has seen this issue and has a suggestion as to how to speed this
process up.
