web pages do not show for user

Hi all,

I can connect to the internet as root but when I login as a user , and
type www.google.com , in Firefox, it says, "Page under
construction".For other websites , it says , url not found.I have
configured proxy, network card IP address ,Firefox->Network-
Connection settings( proxy only).Why this occurs?
