Internet connection problem

Hi all,

I can connect to the internet as root but when I login as a user , and
typewww.google.com, in Firefox, it says, "Page under
construction".For other websites , it says , url not found.I have
configured proxy, network card IP address ,Firefox->Network-

Connection settings( proxy only).Why this occurs?

I think no one has seen this post.I am not able to connect to the
internet when I login as a non root user.The browsers say that the
web page requested is under construction.
